From serving as a juvenile court judge in Orleans Parish to leading large-scale youth justice and social development programs, Judge David Bell’s professional journey reflects a consistent commitment to improving outcomes for families, young people, and underserved communities.
Judge David Bell later transitioned into the judiciary, serving as Judge for Section C of the Orleans Parish Juvenile Court and subsequently as chief judge. During his tenure, he played a key role in shaping juvenile justice policy, emphasizing alternatives to detention, rehabilitation, and data-driven decision-making to reduce recidivism and improve outcomes for at-risk youth.
In Judge Bell’s work with organizations such as the Annie E. Casey Foundation, the National Council for Juvenile and Family Court Judges, and various advisory boards focused on juvenile justice and family services. His efforts have consistently emphasized collaboration among courts, schools, law enforcement, and community organizations to create more effective and humane systems of intervention.
Currently, as CEO of Personal Care Partners, LLC, he oversees a regional healthcare enterprise operating across multiple states, including Texas and Florida. Under his leadership, the company has expanded significantly through strategic acquisitions and sustained growth.
